NFCKEY is used by drivers or authorised users as a wearable credential to access and unlock vehicles, and where supported by the vehicle system, to enable vehicle start. 

Credential issuance, enrollment, permissions, and access rules are managed by the vehicle system operators

NFCKEY must be issued and managed by the entity operating the vehicle access system

Drivers do not configure access rules, encryption parameters, or vehicle permissions themselves. 

NFCKEY does not replace vehicle electronics, smart key systems, or on-board control units.
